MOST has just released the 2nd drafted Circular replacing Circular 29/2025/TT-BKHCN on the list of products required for TA certification and/or SDoC. Link for public consultation of this draft can be seen at

Key changes under this draft (in compared with the first one) can summarized as follows:
- A number of products (including WWAN technology) shall be treated as small/medium risk products under which they will be subject to SDoC requirement only. Voluntary TA certification for these products are allowable;
- If a product fallen within the list of small/medium risk products is integrated with a technology which is provided in the list of high risk products, only SDoC requirement is applied but tests on such high risk technology are still required.
- Regarding TA certification under Scheme 3 for high risk products, the note on “the use of ISO 9001:2015 certificate in replacement for the requirement of factory inspection and surveillance” as provided in 1st draft has been removed under this new draft. Thus, it is not so sure that this regulation could still be allowable in the practice of application when the official circular is issued.
- It is provided under this draft that the effective date is from 1st July 2026. However, currently, time opened for public consultation of this draft is from 15 June until 15 July 2026. Thus, we think that it would take around 1-2 months in minimum for the finalization of the current draft.
