MOST has just released the new Circular 36/2026/TT-BKHCN which publishes the mandatory products list based on the risk levels. This new Circular will be valid from July 01, 2026.
The application documents which were accepted before July 01, 2026, will still be certified based on the current regulations.
The certificates issued before July 01, 2026, will keep valid until the expiry date.
Below are some key points of the new Circular:
- High risk products (microphones, RFID 125kHz/134.2kHz/918.4-923MHz, Radio remote control, vehicle radar (24GHz), Modem Wifi, LPWAN…) will be mandatory to type approval certification by the designated certification center.
IPQR and DoC are still mandatory for high-risk products.
- Medium risk products:
+ Mobile phone can be certified by either designated or accredited certification center. The DoC must be based on the type approval certificate.
+ Desktop, Industrial computer, tablet, set-top-box, TVs… can be certified by either designated or accredited certification center. The DoC can be based on either certificate or SDoC
+ NFC, RFID, Radar 76-77GHz devices… now can get the type approval certificate voluntarily from either designated or accredited certification center. The DoC can be based on either certificate or SDoC
IPQR is not mandatory for medium risk products. Only DoC is required.
- Certification method: Applied either method 3 and method 7
+ Method 3: MoST still allow to use ISO certificate instead of factory inspection. It means the process will be similar to the current method 1.
+ Method 7: There is no change.
- Others:
+ SAR (QCVN 134) applied for Mobile phone will be postpone to 1/1/2027.
+ SAR (QCVN 134) applied for Notebook, Tablet, DECT phones will be applied from Jul. 01, 2027
+ QCVN 86:2025/BKHCN- RF EMC standard for WWAN, LTE NB-IoT will be applied from 1/1/2027.
+ QCVN 136:2025/BKHCN, RF standard for Wifi 6GHz, will be applied from 1/1/2027.
