Why need Vietnam Energy Efficiency certification (VNEEP DoC)?

Regulated by Decision 04/2017/QD-TTg of the Prime Minister Vietnam, the following groups of equipment requires MOIT Energy Efficiency Declaration of Conformity (DoC) and must comply with minimum energy efficiency performance levels to be imported and sold in Vietnam market.

Which products need Vietnam Energy Efficiency certification (VNEEP DoC)?

The list of equipment groups regulated to obtain VNEEP DoC as follows:

1. Home appliance group: straight fluorescent lamps, compact fluorescent lamps, electronic ballasts and ballasts for fluorescent lamps, air conditioners, refrigerators, family washing machines, electric pots, rice cookers, electric fans, televisions, LED lightings, water heaters.
2. Office equipment group: copy machines, computer monitors, printers, commercial refrigerators, laptop computers.
3. Industrial equipment group: electric distribution transformers, electric motors.
4. Automobile group: motorbikes, cars (7 seats or less)

What are requirement documents for Vietnam Energy Efficiency certification (VNEEP DoC)?

Required documents to apply for Energy Efficiency certificate for Personal Computer Monitor as follows:

– Vietnam Energy Efficiency Declaration of Conformity form

– Energy Efficiency test reports

– Certificates and Accreditation Letter of Test lab if test reports are issued by oversea labs.

– Energy Label Design

Department of Energy Efficiency and Sustainable Development shall review the application dossier and issue Energy Efficiency certificate within 2 weeks. Certificate holder can use Vietnam Energy Label only after DoC process.

Why need type approval on radio functions?
Based on the current regulations of Circular No. 30/2011/TT-BTTTT amending and supplementing by Circular 15/2018/TT-BTTTT and Circular 10/2020/TT-BTTTT, to ensure the compatibility of radio products in national telecommunications network connection and safety, information security, electromagnetic compatibility requirements, effective and economical utilization of the radio spectrum resource, safety for humans and the environment, and user interests, all the local importers will need to apply the type approval certificates for their imported radio products before they import these products into Vietnam market.

Which products need type approval on radio functions?
The products which need to apply the type approval certificate on radio functions are listed in Appendix 1 of Circular No. 04/2023/TT-BTTTT.

Below are some typical products which need type approval on radio function:

– Short Range Device with operating frequency of 9kHz – 25MHz

– Short Range Device with operating frequency of 25MHz – 1GHz

– Short Range Device with operating frequency of 918.4 – 923MHz

– Phone (a/b/g/n/2G/3G/4G/NFC)

– Wi-Fi Access Point (ac/a/b/g/n) with Output power over 60mW EIRP

– Tablet, Notebook, Desktop Computer (ac/a/b/g/n)

– Tablet, Notebook, Desktop Computer (b/g/n)

– Router or Gateway (ac/a/b/g/n) with Output power over 60mW EIRP

How to apply the type approval certificates for radio and ICT products?
To apply the type approval certificate for radio and ICT products, we need to follow 03 following steps:

Do the local testing:
– Based on the technical specifications of the radio product, we need to determine the applied RF standards.
– Register and submit the test sample to the accredited test lab for testing.

Prepare the application documents:
The application documents include:
– Application form,
– Technical specifications/datasheet, user manual, external photos,
– Eligible test reports

• ISO 9001 certificate of the factory
• The business license of the local importer.

Submit the application documents:
We can submit the application documents to the certification centers which belongs to Vietnam Telecommunication Authority (VNTA)

The type approval certificate for radio and ICT products will be issued by Approval Authority within 10 working days from submission date.

Why need RF, EMC, Safety, Energy Efficiency in-country test reports?

RF, EMC, Safety, Energy Efficiency in-country test reports under Vietnam national technical regulations and standards are the most important documents that all local importers and manufacturers need to apply for Type Approval certification, DOC, or Energy Effficiency certification for their products. Under current Vietnam regulations, some oversea test reports from oversea laboratories recognized by MIC Vietnam, MOIT Vietnam are accepted for submission. But, not every oversea laboratories are recognized by MIC Vietnam, MOIT Vietnam and not every national technical regulations of Vietnam are equivalent to ETSI directives, so in-country testing is suggested for time accelerating and cost reduction.

How to do the in-country testing?

• Determine the local applied standards
• Register the applied standards and submit the test sample to recognized test labs
• Pay the testing fee to laboratories
• Get the local test reports

After getting the local test reports from the local labs, we will share the scan file of the local test reports to the client for their reference. The local test reports will be submitted together with the Type Approval Certification application documents if the client want to obtain the type approval certificate. Or it will be sent to address destination as the request from the client if the client only want to get the local test reports.
