Circular 04/2023/TT-BTTTT on the lists of products required for TA certification and/or SDoC

On 31 May 2023, MIC of Vietnam issued Circular 04/2023/TT-BTTTT to update the lists of products required for TA certification and/or SDoC. This Circular shall take effect from 1 July 2023 and replace Circular 02/2022/TT-BTTTT.

The below are lists of products required for TA certification and/or SDoC:

 (*) For this standard, the device shall not be subjected to Type Approval certification but only applied for Declaration of Conformity certification as devices listed in Annex II of this Circular. QCVN      101:2020/BTTTT is only applicable to mobile phone and subject to safety declaration which provided in Article 2.6 of this national technical regulation.

 (**) In addition to the requirements in QCVN 47:2015/BTTTT, products and goods must comply with Vietnam’s radio frequency plans.

(b) Type Approval certification and Declaration of Conformity shall be allowed only when the device meet the requirement of frequency range and according technical and operational conditions stipulated by circular issued by MIC Minister to regulate the list of license-free frequency bands and accompanying technical and operational conditions.

(c) Short-range radio transmitters, transceivers are defined in circular issued by MIC Minister to regulate the list of license-free frequency bands and accompanying technical and operational conditions. Short-range devices do not include receiver; Radio equipment operating in the 2.4 GHz band and using spread spectrum modulation techniques with EIRP power less than 60mW; Radio access equipment operating in the 5 GHz band with EIRP power less than 60 mW. Type Approval certification and Declaration of Conformity shall be allowed only when the device meet the requirement of frequency range and according technical and operational conditions.

 (d) Land mobile User Equipment, not Mobile Phone must have E-UTRA FDD (4G) technology from July 1, 2024. TAC for Land mobile User Equipment not Mobile Phone only have W-CDMA FDD (3G), GSM (2G and 2.5G) technologies according to QCVN 117:2020/BTTTT will be still valid, but not later than June 30, 2024.
