The Ministry of Science and Technology (MoST) has just issued Circular 14/2026/TT-BKHCN, a general regulation for the type approval certification and declaration of conformity. This new Circular will replace Circular 28/2012/TT-BKHCN and take valid from May 25, 2026.
All certificates which were issued under the current regulation will keep valid until the expiry date.
Below are some highlighted features for your reference, we especially focus on the affect to the Information and Technology products:
- Certification: we focus on method 1, 5 and 7 applied for Information and Technology products
+ Method 1 will not apply for high-risk products, only apply for medium risk products.
+ Method 1 and method 5 apply for medium risk products. In case the ISO certificate of the factory is required, the submitted ISO certificate must be issued by a certificate body who is MRA/MLA, ILAC, IAF, APAC
+ The validity of certificate issued under method 5 can be valid up to 5 years, but to maintain the validity of the type approval certificates, the periodic evaluation is required.
+ Method 7 is still for each shipment as before
- Declaration of conformity:
+ Clearly regulate the format of the DoC and SDoC
+ Online submission is allowed. But, in case the facility is not available for online submission, still submit the hard copies.
- CR mark (ICT label included): clearly allow e-label for CR mark.
Based on this general regulation, MoST will have a separate Circular focus on the type approval certification and declaration of conformity for the Information and Technology products. This will be a new Circular replace current Circular 30/2011/TT-BTTTT.
