Vietnam has issued the new Product Quality Law and draft Decree guiding the implementation of this Law.
- Based on the new law, the Authority only manage the high and medium risk products evaluated based on TCVN ISO/IEC 31010 or ISO/IEC 31010
- The medium risk product is mandatory to SDoC only: Need to do the SDoC on time, then submit the documents to Authority to exempt for the SDoC for other shipment (for the same product)
- The high-risk product is mandatory to both IPQR and SDoC: After 3 IPQR, the importer can submit the documents to Authority to exempt for the SDoC in 2 years. Every 3 months, need to submit a report of importation status to Authority
- There will be a government portal for IPQR and he also upload the IPQR to this portal instead of issuing the hard copy like currently.

- Traceability is mandatory for high-risk products. Other products can apply traceability voluntarily. The importer/manufacturer must connect to a government portal for product traceability.
Each product traceability code/tracking code must have at least the following information:
- a) Name of product, goods;
- b) Image of product, goods;
- c) Name of manufacturing, trading entity;
- d) Address of manufacturing, trading entity;
- dd) Origin of product, goods;
- e) Stages in production, trade (including at least information: product traceability code, location traceability code, stage name and time of traceability event of each stage);
- g) Brand, trademark, model, batch/lot number, product serial number (if any);
- h) Shelf life of product, goods (if any);
- i) National standards, national technical regulations, international standards, regional standards, and basic standards applied.
– Apply technology to conduct the digital passport for products (voluntary)
The digital passport for products must have at least the following information:
- a) Product name, global product identification number (GTIN);
- b) Name, address, identification number of the organization, individual manufacturing, importing, trading the product, goods;
- c) Information on the origin of the product or the place where the final stage is performed to complete the goods;
- d) Information on the traceability of the product, goods;
- dd) Information on the origin of the main raw materials (if any);
- e) Information on the production, processing, transportation process (if any);
- g) Certificates of conformity, quality certification (if any);
- h) Date of manufacture, expiry date (if any);
- i) Safety warnings (if any);
- k) Information on the sustainability, recycling of the product (if any);
- l) Other information serving the managements of product and goods quality as required by state management agencies.
- There is a clear label requirement for small products:
If the product is too small and there is no space for label, only the following information must be on the physical label, other information may be on the product’s documents or e-label
- a) Product name
- b) Manufacturer or factory name
- c) Country of origin
– There is a clear label requirement for the initial label: It must be a physical label
– The importer can use either e-label of physical label for their imported products.
+ For low-risk products: can use e-label for all required information
+ For medium and high-risk products:
- Must use the physical label with at least the following information:
- a) Product name
- b) Manufacturer or factory name
- c) Country of origin
- Other mandatory requirements can be list on e-label
